libbabl-dev software package provides Dynamic, any to any, pixel format conversion library (development files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libbabl-dev
libbabl-dev is installed in your system.
Make ensure the libbabl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libbabl-dev *
You will get with libbabl-dev package name, version, architecture and description in a table
